The Federation of Saint Christopher and Nevis has received financing from the Saudi Fund for Development(SFD) toward the cost of Expansion of Needsmust Power Plant, and it intends to apply part of the proceeds toward payments under the contract for Consulting Services for the Engineering Design, Review and Supervision of the project. The objective of the assignment is to carry out engineering design and review, technical specifications development, bid documents preparation, evaluation and procurement of EPC contractor services, supervision and monitoring of physical progress, quality and the financial status of the construction works with the objective to ensure that the works are completed on time, meet the engineering specifications as well as social, environmental and prudent utility standards.

The services are expected to cover a 26-month period from the commencement date. It comprises of six (6) months, engineering consultancy, preparation of the tender dossier, procurement procedures and evaluation of bids, eighteen (18) months construction supervision period and two (2) months project finalization period.

The assignment will focus on the provision of engineering, tendering and project management support services for the procurement of an 18MW hybrid power plant; conducting of pre-feasibility engineering studies for the Battery Energy Storage System (BESS) and interconnection requirements for the power plant; preparation of bid documents for the procurement of the 18MW hybrid power plant and associated electrical infrastructure upgrade necessary to interconnect new and existing thermal plants; supervision of construction during project implementation.

The St. Kitts Electricity Company Ltd (SKELEC) through the Project Implementation Unit (PIU) now invites eligible consultants to indicate their interest in providing the required services. Interested Consultants should provide information demonstrating that they are fully qualified; have the required qualifications and relevant experience to perform the consulting services. The selection criteria of the consultants will be based on the following:

  • Organizational structure showing key departments to perform the required engineering design and review, tendering and procurement, quality control and supervision services.
  • The candidate has provided services in at least three contracts/projects in supervision of a hybrid power plant, including one major plant of at least 20MW with a budget of at least 25,000,000 USD for the last five years from 2019 to 2024 (at least one contract/project being in the Caribbean or Americas Region). Supervision services to have included design review.
  • The candidate to have at least 10 permanent staff working for the candidate in fields related to the contract (Supervision / Management of Works / Engineering Design Review).
  • The average annual turnover of the candidate for last three years (2021, 2022 and 2023) must be at least 5,000,000.00 USD.

Consultants may associate with other firms to form a joint venture or sub consultancy to enhance their qualifications. The Expression of Interest must clearly indicate the type of intended association as joint venture or sub consultancy and the lead firm in the Expression of Interest.

A consultant will be selected in accordance with the Quality and Cost Based Selection with the procedures set out in the Guidelines for the Use of Consultants under Saudi Fund for Development Financing. Consultants may express interest in the forms of association, validated by an agreement among members of the association which clearly specifiesthe type of association, i.e. a joint-venture, intermediate forms of association, or sub consultancy. This Request for Proposals (RFP) is open to Saudi Consulting Firms and Saudi/Local joint ventures.
